Does anyone know the name of this movie?

I remember seeing a scary movie when I was like 5 or 6 (About 15 years ago) that was about this boy who was like 10 or 11. He had a newspaper route that he biked and he would go around and kill old ladies by smothering them. I think (but could be confusing movies) at the end, his stepfather or moms boyfriend, etc. caught the boy setting someones house on fire and had to kill him. It was a very eerie movie and I dont think it is very famous....
