How do i make my dog less protective/aggressive?

I have an american eskimo...and shes not aggressive while were walking or out places, but when we are at home and she is tied up on a rope (we dont have a fenced yard and we live in a mobile home)and people p she will try to run at them, and she has even broken off the leah a few times. She doesnt bite skin, but she will sometimes bite gloves,pants etc.She also barks and growls A LOT when people p...and i was wondering how to make her kind and calm to people when they are walking past...any suggestions, thanks in advance
