My neighbour is very negative & nosey It is affecting the atmosphere in our home & our lives. Any suggestions?

We now do not even want to go into our garden for fear that she will be watching from the window or rush out to poor out her woes. She makes us sick as she has no need to be so negative. We have tried everything from sympathy to suggesting she gets help. We cannot even go out or come home without her waving at the window or opening her door - it is very disturbing. Any suggestions would be welcome including feng shui ideas. PS we do not want to move. Thanks
